A serendipitous moment, this picture. While utterly failing to get a good shot of the Supreme Court Building on the east side of Foley Plaza, I looked west, behind me, and this was the tableau (I remember once reading that a photographer should always take a picture of whatever is immediately BEHIND the shot they are lining up for...you never know, it might turn out to be the more interesting shot). I love the "Record Your Story" booth in the foreground of what is the building where most immigrants coming to New York City are processed. If you look closely, you can see Richard Serra's "Tilted Arc" on the bottom right corner of the shot...actually you can't. It was dismantled in 1989.
